More than 10,000 public officials were mobilized, including 6,700 police, 2,600 city workers, 800 firefighters and 400 Seoul Metro staff. Overtime pay was put at a minimum of 440 million KRW.”
On concert day (March 21), Seoul counted about 40,000–42,000 people at 8 p.m., and the police's unofficial count was about 42,000. HYBE said about 104,000 based on mobile network data, and the Ministry of the Interior's crowd system showed about 62,000.
The forecast was about six times the counted crowd. More than 10,000 officials and at least 440 million KRW in overtime were planned around the higher figure.
